About the ResourceX Summit

Each year ResourceX gathers the PBB community, local government leaders, and partners from our industry who are leading the way and advancing innovation in local government budgeting. This year, we are expanding our impact focus on climate and equity outcomes as the PBB community continues to exhibit leadership in addressing these challenges. We design the summit to engage communication among our attendees and enable data-driven decision-making to accelerate the impact on residents and their communities.

William Peduto was elected to the office of Mayor of the City of Pittsburgh in the General Election on November 5, 2013 and took office in January of 2014. Prior to taking office, he worked for 19 years on Pittsburgh City Council - seven years as a staffer and then twelve years as a Member of Council.

The Peduto administration was committed to modernizing city government and implementing leading practices to provide taxpayers with an efficient, effective, transparent, and more accountable government. Under Peduto’s leadership, the City of Pittsburgh experienced a complete transformation of the city’s procurement process; the reorganization of the Department of Permits, Licenses & Inspections; a commitment to developing long-term maintenance and investment plan for the City’s assets; and technological upgrades including a GPS based Snow Plow Tracker website, 311 Resource Center mobile app, and an interactive street paving website.

In April 2022, Carnegie Mellon University announced that Peduto would join the university’s Heinz College of Information Systems and Public Policy as a Distinguished Executive in Residence. His duties include serving as a guest lecturer and co-teaching a course; he will serve through March 2023.  Mayor Peduto has also established Sabean Innovation, Inc., a consulting firm based on transformative industries, organizations, and nonprofits. Serving as president, he works with organizations around the country and world. Sabean's mission is to provide the principles of P4 - people, planet, place & performance - development ideology that the Peduto Administration created, within the ethos of organizations worldwide.

President, Funkhouser & Associates
Former Mayor, Kansas City

Mark Funkhouser, president of Funkhouser & Associates, is a municipal finance expert who has spent decades in government service. As the mayor of Kansas City during the Great Recession, Mark made the tough choices to put his city on the path to fiscal sustainability. That experience, his long tenure as an auditor and his most recent post as the publisher of Governing magazine have made him a trusted and credible advisor to government officials across the country.

Mark holds a master’s degree in social work from West Virginia University, an M.B.A. from Tennessee State University, and an interdisciplinary Ph.D. in public administration and urban sociology from the University of Missouri at Kansas City.

Anjali Chainani, PhD

Dr. Anjali Chainani has worked in the local government and non-profit industries for over 20 years, gaining experience in evidence-informed policymaking, municipal budgeting and finance, applied behavioral insights research, and strategic change management. 

Dr. Chainani served as the policy director for the Mayor's Office in the City of Philadelphia from 2016 -2020, and previously worked as a Philadelphia City Council staffer for 10 years. As a seasoned local government leader, Dr. Chainani is passionate about advancing the practical use of data and public sector innovation and has been recognized as a local government innovator after establishing the GovLabPHL initiative in the City of Philadelphia, and as a co-founder of the Philadelphia Behavioral Science Initiative. She brings forth a multi-disciplinary approach that integrates social work, and public health, behavioral insights, and racial equity.

Dr. Chainani now manages her own social impact consulting firm, Anavi Strategies, based out of Philadelphia, PA and serves as a Senior Advisor for Equity in Government for Results for America.  Dr. Chainani teaches at the University of Pennsylvania’s Fels Institute of Government and Widener University’s School of Social Work. Dr. Chainani holds a PhD in Health Policy, and a double master’s in public health and social work.

Grant Ervin ResourceX Summit 2022

Grant Ervin currently serves as the Director of Environmental Social and Governance (ESG) and Innovation for S&B USA, an infrastructure development firm based in Pittsburgh, PA that specializes in innovative civil construction solutions in the energy, transportation, marine and vehicle electrification spaces. 

Prior to joining S&B USA, Mr. Ervin served as the Chief Resilience Officer and Assistant Director for the Department of City Planning for the City of Pittsburgh. He was one of the first Chief Resilience Officers appointed through the Rockefeller Foundation’s 100 Resilience Cities initiative.  His work specialized on advancing sustainable energy systems, electrification of mobility solutions, climate and resilience planning and organizational restructuring of city government to support policy and infrastructure project delivery. Mr. Ervin was also responsible for spearheading the City’s climate diplomacy efforts with international agencies and cities domestically and around the world. Prior to joining the City of Pittsburgh, Grant served as the Regional Director for 10,000 Friends of Pennsylvania, a statewide sustainable development policy organization; and as Public Policy Manager for Pittsburgh Community Reinvestment Group (PCRG) - a community based organization serving all of Pittsburgh’s 90 neighborhoods.

Grant serves as a Senior Fellow for ICLEI- USA – Local Governments for Sustainability and as an advisor to climate technology firms Resource X, a provider of climate based budgeting solutions to local governments and institutions and Ursa Leo a build energy modeling firm that leverages gaming and visualization technologies to support facilities de-carbonization efforts. Grant is also a Fellow of the Royal Society of Arts, Commerce and Manufactures (FRSA). 

Katie Ludwig ResourceX Summit 2022

Katie Ludwig
Senior Manager, GFOA
Wednesday, August 10, 2022 - Friday, August 12, 2022

Katie Ludwig currently works at the Government Finance Officers Association (GFOA) as a Senior Manager in the Research and Consulting Center. At GFOA, her work is focused on helping local governments develop policies and procedures and implement systems to improve their efficiency and effectiveness and promote financial sustainability.

Prior to joining GFOA, Katie worked for four and a half years at the Chicago Housing Authority, where she was responsible for the management and operations of the Housing Choice Voucher program. She also worked for the City of Chicago for more than 13 years, serving in a variety of roles in the Office of Budget and Management, the Department of Housing, and the Chicago Public Library. While at the Department of Housing, Katie was responsible for implementing the City’s Neighborhood Stabilization Program, a $170 million federal grant program aimed at putting vacant, foreclosed homes back into productive use.

Shayne is the Senior Manager of Research for GFOA and has been a leader in developing the practice and technique of long-term financial planning and policies for local government. He started GFOA's long-term financial planning and policy consulting offering in 2002 and has been working with governments on financial planning and policies ever since. Shayne has worked with many governments of different sizes and types on financial planning and policies across the United States and Canada. 

Most recently, Shayne has contributed to the Rethinking Budgeting Initiative, a collaborative effort between GFOA, ICMA and NLC. This initiative will raise new and interesting ideas for how local government budget systems can be adapted to today’s needs. The hope is that the ideas presented will spur conversation about the possibilities for rethinking budgeting.

Angie joined ICLEI USA in 2014 as the Director of Resource Efficiency and Renewable Energy. She was promoted to Executive Director on January 1, 2016 and as such is a member of ICLEI’s global senior management team.

Since 1990, ICLEI has built and served a movement of local governments pursuing deep reductions in carbon pollution and tangible improvements in sustainability and resilience. ICLEI is the world’s leading network of over 1,500 cities, towns and metropolises, providing hands-on assistance with technical experts located in 17 global offices.

Angie’s strategic vision for the organization is to create exceptional value for ICLEI local government members, partners, and funders by harnessing the power of the ICLEI network and to build on ICLEI’s unique global role as the focal point for local governments in the United Nations Framework Convention on Climate Change (UNFCCC).

With a focus on climate finance and the implementation of the Paris Agreement, she aims to weave health and equity considerations into ICLEI USA offerings based on her interest in human-centered design.

Laura Savage ResourceX Summit 2022

As a member of ICMA's membership team, Laura cultivates relationships with local government professionals and Chief Equity Officers and supports Executive Board initiatives, and priorities focused on equity, inclusion, and the advancement of the local government profession. Through a commitment to equity and inclusion, the Career and Equity Advancement team works to ensure that its members and the overall profession reflect the diversity of the people they serve and mitigate the effects of bias by continuously evaluating, developing, and promoting programs and initiatives in the areas of service delivery, hiring practices, leadership development, community engagement, and workplace culture.

For example, due to ICMA's action, a 2019 survey revealed a 77% increase in women’s participation in ICMA and a 38% increase in female chief administrative officers. There is still much work to be done, and Laura's efforts are making a tremendous impact.

Laura's role supports ICMA's mission by managing the Equity Officer Institute and serving as liaison with SheLeadsGov Affiliate Partners, Engaging Local Government Leaders, Government Alliance on Race and Equity, CivicPRIDE, and the Assistants and Deputies Advisory Board. She maintains relationships with the National Forum for Black Public Administrators, the Local Government Hispanic Network, and the International Network of Asian Public Administrators. Laura supports Veterans and next-generation initiatives and manages conference sessions and events. 

Nick Kittle Summit Picture

Nick is a gifted speaker, thought leader, coach and facilitator. He is the author of the best-selling government innovation book Sustainovation: Building Sustainable Innovation in Government, One Wildly Creative Idea at a Time, and spent 15 years pioneering in government, most recently as a Chief Innovation Officer. He has won three national innovation awards and founded one of the first five government innovation offices in the country. During his government career, Nick directed 17 different divisions and developed over 65 unique or first-of-their-kind pilot projects while directly generating $7.8 M in savings and pioneering the concept of Innovation Value

Nick has founded innovation offices in counties and cities in a variety of political climates and geographies across the US, and consulted with cities such as Kansas City, Austin, Sacramento, and San Jose on government innovation. He has written and spoken extensively as a government thought leader and motivator, including pieces for ICMA, National League of Cities, Harvard Government Innovators Network, Alliance for Innovation, Exago, Governing magazine, Government Technology magazine as well as podcasts with StrongTowns, National Research Center, Cartegraph, Bang The Table, Polco and Engaging Local Government Leaders.

Nick is now an inspirational keynote speaker and trains across the country on adapting to change, building SustainovationTM and developing High-Performance operations, including organizational training, strategic facilitation, leadership retreats, process improvement workshops and consulting to fit the clients needs. Nick is a dynamic TEDx speaker (Life 2.0) and government performance and innovation coach from Colorado, delivering a powerful message—and in his main time, he is a father, husband, BBQ champ and avid disc golfer.

Laura Solano ResourceX Summit 2022

Laura Solano serves as the Chief of Staff for the City of Pueblo. In 2019, City government
transitioned to a Strong Mayor and City Council structure through voter approval. Mayor
Gradisar hired Laura as the first Chief of Staff for the City under his leadership. Laura brings to
the position over forty years of service in Federal, State, and local government leadership.
Laura’s career experience includes 18 years of service as a Revenue Agent with the Internal
Revenue Service, Vice President of Learning at Pueblo Community College, Finance Director at the Colorado State Fair and four years as the Colorado Lottery Director. She holds a Master’s in Business Administration and an undergraduate Bachelor of Science Degree in Accounting from Colorado State University, Pueblo. Laura is a graduate of the Bloomberg Harvard Municipal Leadership program. Most recently in the City, Laura led several special projects; Cities Budgeting for Equity and Recovery and Bloomberg Philanthropies and John Hopkins sponsored Innovation Training. Locally, she has served on several community boards.

Emily Ferris is a Senior Manager with the What Works Cities Certification team. Previously, she was the Assistant Director of the Center for Systems and Community Design housed at the City University of New York Graduate School of Public Health and Health Policy. In this role, she managed a portfolio of research projects focused on improving health outcomes through design thinking and systems science. Prior to that, Emily supported school wellness work at the New York City Department of Health and Mental Hygiene and taught kindergarten.

A native Pennsylvanian, Emily received her BS in Health Sciences and French from Guilford College and her MPH in Health Policy and Management from Hunter College.

Brad Steckart, Outreach and Engagement Advisor, ResourceX. As a former Budget Manager in Washington County, WI and PBB Implementer, Brad understands all aspects of the PBB implementation. His innovative work with PBB in Washington County initiated a Fiscal Endurance program built as his capstone project during his PBB leadership training.
